Cooperation with Partners is a promoting activity for the NATO ENSEC COE. Each partner brings new perspectives for the wider research and development possibilities including new insights.

With the Letter of Intent signed the institutions agree to exercise their best efforts to develop the following forms of cooperation in the common areas of competence with particular focus on energy security: to share good practice in the areas concerned, to exchange experts, researchers within the joint projects, to conduct planning and coordination of joint projects, to organise joint seminars, workshops and trainings, to facilitate students’ engagement in internships, to exchange unclassified results and outcomes of conducted researches, unclassified information of planned and ongoing events and invite to workshops, seminars and conferences.

Vilnius University

Litgrid AB, the Lithuanian electricity transmission system operator, maintains a stable operation of the national power system, controls electricity flows, and enables competition in an open domestic electricity market. Litgrid is responsible for integrating the national power system into the European power infrastructure and electricity market. The company is implementing strategic electricity cross-border links, namely, NordBalt (Lithuania-Sweden) and LitPol Link (Lithuania-Poland). While realising the goal of Lithuania‘s energy independence, we promote a culture of responsibility, creativity and dialogue.

The subject of the PSE S.A. activity is to provide the services of  electricity transmission in compliance with the required criteria of the security of the Polish Power System operation.

The main objectives of the PSE S.A. activity are:

  • providing electricity transmission services and ensuring secure and cost-effective operation of the Polish Power System whilst meeting the conditions of synchronous operation with other European systems,

  • ensuring the necessary development of the domestic transmission grid and cross-border interconnections,

  • making transmission capacity available on market based methods for cross-border exchange purposes,

  • creating the technical  infrastructure for the operation of the domestic wholesale electricity market.

Estonia's defence policy aims to guarantee the preservation of the independence and sovereignty of the state, the integrity of its land area, territorial waters and airspace and its constitutional order. Its main goals remain the development and maintenance of a credible capability to defend the nation's vital interests and development of the EDF in a way that ensures their interoperability with the armed forces of NATO and EU member states and their capability to participate in the full range of Alliance missions.

Polish Naval Academy in Gdynia

The Academy educates civilian and military students as well as officer cadres. The school is composed of four faculties: Faculty of Navigation and Naval Weapons, Faculty of Mechanical and Electrical Engineering, Faculty of Command and Naval Operations and Faculty of Humanities and Social Sciences. There are also three inter-faculty departments which help students gain knowledge with regard to languages, maritime and general military issues. Military students are offered studyone of the two courses: navigation or mechanical engineering.

The National Institute For Strategic Studies

The Institute’s Mission and Tasks are: (1) conducting policy-relevant research and providing strategic analyses in all major areas of domestic and foreign policy; (2) formulating policy options and proposing thoroughly researched recommendations to the President of Ukraine, the National Security and Defense Council of Ukraine and national and local government authorities charged with decision making and crafting policy; (3) providing analytical and administrative support in drafting the Annual Addresses of the President of Ukraine to the Verkhovna Rada (parliament); (4) developing strategic documents and offering expert assessments of national policies, legislative acts and legal documents at the request of the Administration of the President of Ukraine and other government bodies; (5) monitoring the problems of regional social development; (6) participating in governmental commissions, inter-departmental and departmental working groups and public expert councils in drafting documents related to reform and development programs.

The Baltic Defence College

The Baltic Defence College has continually sought to be at the forefront of professional military education to ensure its graduates are well prepared to meet the challenges they will face throughout their career in war and peace. Within a year of regaining their independence, the Defence Ministers of the three Baltic States agreed to cooperate in officer education. This cooperation was formalised in 1998 with the signing of an agreement establishing the Baltic Defence College in Tartu, Estonia – with English as its working language.

In this regard, HASEN assumes international meetings, publications and education endeavour, stimulating scientific debate and research.

Caspian Strategy Institute’s mission is to carry out genuine research and to develop strategic recommendations on the Caspian region.

Lithuanian Energy Institute

The mission of LEI is to be the highest qualification expert on the issues of engineering, hydrology, metrology, nuclear safety, environment protection and economy, related to Lithuanian energy.

Strategic objectives are: (1) To perform fundamental and applied research in the fields of thermal physics, hydrodynamics, metrology, safety and reliability of energy objects, materials engineering, hydrology, and processes management. (2) To prepare energy sector planning conceptual and methodological basis in state’s policy energy sector. (3) To prepare first-class specialists for energy and scientific research related to it.
